
๐ A Few (Good & Intentional) Bumps In The Road
At the June 3 City Council meeting, the following motion moved by Councillor Jackson was unanimously approved:
Installation of Speed Cushions as a Traffic Calming Measure on Various Streets (Ward 6)
WHEREAS, the City of Hamilton has adopted Vision Zero approach which considers human error as part of the roadway safety equation;
WHEREAS, residents on Bowden Street, Birchcliffe Crescent, Idlewood Avenue and Mulock Avenue in Ward 6 have advocated for the installation of speed cushions to address roadway safety concerns as a result of speeding;
WHEREAS, the Transportation Division has not completed a traffic calming warrants for Bowden Street and Birchcliffe Crescent between Larch Street and Brewster Street, and the Ward Councillor has opted to bypass this step in the speed cushion process due to the strong advocacy and expressed desires of local residents;
WHEREAS, signatures were collected from residents resulting in support by 2 of 2 (100%) homes on Bowden Street and 27 of 47 (57%) homes on Birchcliffe Crescent between Larch Street and Brewster Street for the installation of speed cushions as a traffic calming measure;
WHEREAS, the Transportation Division completed traffic calming warrant for Idlewood Avenue between Glenford Avenue and High Street and Mulock Avenue between Upper Ottawa Street and Rendell Boulevard in Ward 6 which determined that speed cushions are not technically warranted;
WHEREAS, signatures were collected from residents resulting in support by 14 of 15 (93%) homes on Idlewood Avenue for the installation of speed cushions as a traffic calming measure;
WHEREAS, signatures were collected from residents resulting in support by 10 of 16 (63%) homes on Mulock Avenue for the installation of speed cushions as a traffic calming measure; and
WHEREAS, the Transportation Division conducted a review to select suitable speed cushion locations on Bowden Street, Birchcliffe Crescent, Idlewood Avenue and Mulock Avenue, which have been reviewed by the Ward office.
THEREFORE, BE IT RESOLVED:
(a)That the Transportation Division BE AUTHORIZED and DIRECTED to install speed cushion as part of Transportationโs 2026 speed cushion installation program on the following streets:
(i) Bowden Street, 1 speed cushion;
(ii) Birchcliffe Crescent, up to 2 speed cushions;
(iii) Idlewood Avenue, up to 2 speed cushions; and
(iv) Mulock Avenue, up to 2 speed cushions.
(b) That all costs associated with the installation of traffic calming measures BE APPROVED to be funded through the Ward 6 Capital ReInvestment Reserve #108056 at an upset limit, including contingency, not to exceed $21,000; and
(c) That the General Manager of Public Works and City Clerk BE AUTHORIZED and DIRECTED to execute any required agreement(s) and ancillary documents, with such terms and conditions in a form satisfactory to the City Solicitor.

The total cost of $21,000 for the aforementioned speed cushions (i.e. $3,000 per speed cushion) will be funded by Councillor Jackson's Ward 6 Budget.
