OPTING OUT IS EASY AS ONE, TWO, TREE!

I am pleased to share the following detailed update of changes to the Street Tree Planting Program that I have advocated for after having met with constituents and believe is a favourable option for homeowners who for whatever reason with to decline having a City tree planted on their property.

At both the Tuesday, May 20 Public Works Committee meeting and at the Wednesday, May 28 Council meeting, support was unanimous for the City’s Forestry department to adopt a new step in the Street Tree Planning Program process. Homeowners will now have the opportunity to opt-out of the tree planting program and a 3-year deferral will be placed on that property/location. Below is a relevant summary from the Tuesday, May 20 Public Works Committee report:

The Street Tree Planting Program process remains consistent, with one key refinement:

1) Staff identify street tree planting opportunities and tree species are selected based on location, species diversity targets, and space. Property owners then receive notice about the intended tree including,

2) Property owners receive notice about the intended tree along with contact information should they have concerns, wish to discuss options, or have a meeting to review. For instance, staff can explore alternative tree species offered based on resident concerns. In turn, trees are planted in eligible locations and maintenance is provided by the Forestry team, including 2 years of watering, and all required pruning.

3) NEW STEP – If concerns cannot be resolved or conditions are in place that would remove the spot from being eligible for a planting at this time, a 3-year deferral is applied to that location.

Essentially, the introduction of a deferral provides a defined window for follow-up and acknowledges that personal and property circumstances may evolve, including potential changes in ownership. It also reduces conflict and enhances trust by demonstrating that resident concerns are being heard and addressed.

Embedding the 3-year deferral in the process ensures that those residents who continue to desire not to have a tree have that option on an ongoing basis.
